Guided by Item 23 of Article 109 of the Constitution of the Republic of Azerbaijan, I hereby order:

To award "Heydar Aliyev" Order to Sheikhulislam Allahshukur Pashazade for his special services in building state–religion relations, establishing national solidarity and moral and spiritual values in the Republic of Azerbaijan.
