The Committee has the following rights to carry out its duties:

- to apply to the President of the Republic of Azerbaijan and the Cabinet of Ministers of the Republic of Azerbaijan with propositions concerning state-religion relations, improvement of the legislation on religion; 

- to involve representatives of religious communities and corresponding specialists in order to ensure the conduct of examination of religious studies;

- to involve experts and advisors and to make agreements (contracts) with them as prescribed by law for the development and implementation of issues related to its competence; 

- to establish periodic press organ, to publish special bulletins and other issues as prescribed by law;

- to establish appropriate structures in order to carry out its assigned tasks within the competence of the Committee; 

- to get information about the activity of religious educational institutions functioning in the Republic of Azerbaijan from religious centers and offices which they are subordinate to , as well as to get direct data and reports from religious educational institutions and to conduct examination relating religious education at religious educational institutions; 

- to constantly inform the President of the Republic of Azerbaijan and the Cabinet of the Ministers about religious split, faith discrimination, religious-political diversions dangerous for the national security and other acts and cases of illegal religious activity and to raise an issue regarding these matters before relevant state bodies;

- to raise an issue about acts of religious communities and individuals violating the legislation on the freedom of religious belief before religious center or office that they represent; 

- when reasoned to interfere with the activity of religious communities and to demand from them reports on finance and religious activity as determined by law in order to ensure compliance with the requirements of the legislative acts on the freedom of religious belief of the Republic of Azerbaijan;

- to get information on the activity of sales centers specialized on religious literature (on paper and electronic devices) labeled with control mark, audio and video materials, goods and products and other materials of religious content;

- to participate in the activity of religious commissions established for the purpose of student admission to the religious educational institutions;

- to raise an issue before relevant organizations in accordance with law for the return of religious objects that were confiscated formerly or used for other purposes to religious communities;

- to request the necessary information (documents) and to obtain such information (documents) within its competence from state and local self-government bodies, individuals and legal entities;

- to participate in regulation of controversial issues relating to the activity of religious communities within the law and to apply to relevant state authorities to solve the  problems;

- to participate in the discussion of the issues as protection of the rights of citizens and religious communities regarding performing religious rituals by state bodies;

- to give methodological and instructional  guidelines, advices and commentaries in the framework of its power;

- to request from religious centers (offices) of Islamic religious communities in the territory of the Republic of Azerbaijan and non-Islamic religious communities in the territory of the Republic of Azerbaijan and beyond its borders state registration and relevant documents regarding other issues;

- to give references, to conduct analysis and generalizations, to prepare analytical materials, to submit proposals in accordance with the directions of activity;

- to get information and reports from religious communities, as well as religious centers (offices) which they are subordinate to in accordance with the directions of their activity;

- to conduct religious awareness, to use TV and radio broadcasting and other mass media with the aim of provision of information regarding state-religion relations and other issues to the public in accordance with the legislation;

- to cooperate with the relevant international organizations, and respective state bodies of foreign countries in a manner prescribed by law;

- to hold periodic meetings with regard to the regulation of state-religion relations and supervision of the relevant legislation;

- to participate in the relevant international events in a determined manner and to represent the Republic of Azerbaijan in the framework of its power;

- to maintain regular contacts with the local executive powers in order to study the religious situation in regions;

- to get information from Caucasus Muslims Board on chaplains designated to the Islamic places of worship;

- to prepare and implement targeted programs in the field of state-religion relations;

- to implement other rights determined by law.
